This Request for Tender (RFT) is for the provision of Access Control and CCTV Maintenance Services for both Melbourne Arts Precinct Corporation (MAP CO) and ACMI, located at Federation Square. The intention is to appoint a single supplier for both contracts to ensure value for money and workflow efficiency. Key requirements include Genetec Unified Elite Partner accreditation and familiarity with Axis CCTV cameras and products. A mandatory briefing session will be held on Monday 27 April 2026 at 11:00 AM. Tenderers must comply with Victorian Government requirements and submit virus-checked documentation. The closing date for responses is Monday 11 May 2026 at 12:00 PM. Evaluation will be based on professional competence, capability, past performance, quality assurance, customer service, commercial viability, financial value for money, and social sustainable impact. Mandatory compliance criteria include Genetec certifications and appropriate security licenses for staff.

Separate invoices for preventative maintenance tasks in relation to the MAP CO service contract and to the ACMI service contract will be paid as per agreement by the relevant organisation. The final annual preventative maintenance invoice will be paid upon satisfaction of the annual security infrastructure maintenance report.
All new works shall be warranted against defective workmanship and materials and against noncompliance for a minimum period of 1 year.
Responses will be assessed in accordance with part B Conditions of Participation, more specifically clause 5 of Part B. 2 Victorian Government Requirements. In evaluating tender responses, the organisation will have regard to: specific evaluation criteria identified in the list below, including mandatory requirements, the weighting assigned to any or all the criteria in the table below noting that any criteria for which a weighting has not been assigned should be assumed to have equal weighting and the overall value for money proposition presented in the tender response.
Tenderers must meet the following mandatory compliance criteria: a private security business registration for security equipment installers is held by the service provider as required under the private security act **** for the term of the contract, evidence of Genetec certifications, assurance that all employees who attend and work at Fed Square will hold the appropriate licence, certificate, permit and/or registration to complete security equipment installer work under the private security act ****, assurance that all the appropriate staff hold the relevant licences, registrations and/or permits to perform the works under the contract, assurance that all appropriate staff hold a current and valid working with children's check, and Genetec certifications as detail in part C specifications.
Failure to comply with the requirements set out in Part A or Part B will, in the absolute discretion of the organisation, entitle the organisation to disqualify a tenderer from the RFT process.
Attendance at the briefing session is mandatory. If a tenderer fails to attend a mandatory briefing session, the organisation may disqualify the tenderer from further participating in the request for tender process.
