This Expression of Interest (EOI) is for the preliminary evaluation stage of the Bruce Highway Upgrade project between Steve Irwin Way and Caloundra Road. The Department of Transport and Main Roads (TMR) is seeking prequalified engineering consultants. This is the first stage of a two-stage procurement process, with up to three respondents to be shortlisted for the Invitation to Offer (ITO) stage. The consultancy will involve developing technical reports, drawings, and specifications for the upgrade, including capacity improvements, interchange upgrades, bridge replacements, and flood immunity enhancements. Key areas of focus include developing and assessing options, detailed technical assessment of concept designs, environmental impact assessment, transport modelling, and hydrological analysis. Consultants must meet specific prequalification requirements, with certain specialities allowed to be subconsulted. The project has strict timelines, with a contract award anticipated in September 2026 and the draft preliminary evaluation due in December 2027. Submissions must be made electronically via the Vendor Panel website by 17:00 on Thursday, 28 May 2026.
The anticipated timeline for the submission of the draft preliminary evaluation is December 2027, with finalisation and approval expected in June 2028.
Offers will be evaluated based on relevant key team member skills, capacities, and availability (60% weighting) and delivering the service approach methodology, understanding the need and expected outcomes (40% weighting).
Consultants are required to meet minimum prequalification categories and levels as described in the prequalification of consultants for engineering projects **** information brochure and detailed in the Consultants for Engineering Projects CFEP manual April 2026. Specifically, the lead consultant or joint venture must have BD3, HE3, HD3, TE3, and TP3 prequalification.
The principal reserves the right to seek recourse, including but not limited to remedies available under the contract, in the event that the consultant fails to meet their obligations.
The consultant should undertake any necessary inspections of the site to acquaint themselves with all existing conditions that may affect their understanding of the program or the consultant's role in the project.
Any response not lodged before the closing time and date and/or which does not comply in every respect with this document, may or may not be considered, at the sole discretion of TMR.
