Ship Repair Tenders

It is expected that contracts will be executed by 1 February 2027, with contractors required to deliver transition services prior to contract commencement on 1 July 2027.

The evaluation will be based on identifying the tenderer which represents the best value for money, with criteria including capability (30%), experience (20%), methodology (25%), availability timing (15%), and compliance (10%).

Tenderers must hold an Australian Company Number (ACN) and/or an Australian Business Number (ABN) or an Australian Registered Body Number (ARBN), and possess all valid and satisfactory Statements of Tax Record for their entity type and any first-tier subcontractors for procurements valued at $4 million or more.

Requests for further information may not be accepted after 2:00 PM Canberra local time, 15 September 2026.

Tenders may be excluded if they do not meet mandatory conditions for participation, minimum content and format requirements, contain viruses, or if the tenderer has engaged in unethical conduct or has adverse decisions relating to unpaid employee entitlements.

Tenders must be lodged by 2:00 PM Hobart time on Wednesday, 29 July 2026. Delivery of goods will be in two instalments, with specific dates to be confirmed by the principal prior to contract award.

Payment milestones are to be negotiated prior to contract award, including for delivery instalment 1, completion of the acceptance period for delivery instalment 2, and performance of all services under the contract.

The warranty period for goods is 12 months from the date of acceptance by the principal. There is an option to submit a price for extended warranties on specified items.

Tenders will be evaluated and scored against the evaluation criteria and weightings in part b of attachment 6, with the aim of providing best value for money.

Tenders will be assessed against any conditions for participation in part a of attachment 6. If a tender or tenderer does not satisfy any condition for participation, the tender will be rejected.

The document does not explicitly detail penalties for non-compliance, but it does mention that if a successful tenderer fails to execute the contract within 20 business days, the principal may cancel the award.

Potential suppliers must not inspect a site relevant to the delivery of supplies except in accordance with a site inspection arranged with the contact officer. The principal may refuse to allow site inspections.

A tender may be excluded if there is evidence of a breach of the RFT that materially affects the integrity of the process, or if the tenderer has significant deficiencies in prior contract performance.

Submitting late or non-conforming EOIs may lead to rejection. nonconforming and late eoi eois lodged after the eoi closing date and time, or eois that do not substantially comply with the eoi documents, may be considered nonconforming and may, at the sole discretion of nqbp, be rejected.

All work is to be completed at the contractor's designated site within 20 working days following slipping of each vessel unless otherwise agreed in writing with the principal's representative.

Tender will be evaluated according to the following criteria: safety, environment, price, quality, technical including program, commercial risk, compliance with the supplier code of conduct.

A mandatory pre-quote inspection of the vessels is required prior to submission of the proposed works schedule.
