The bid notice suggests tenderers keep the following five principles in mind and address them where possible when preparing their tenders: a value for money, b open and effective competition, c the development of competitive local business and industry, d environmental protection, and e ethical behaviour and fair dealing.

The bid notice mentions that as part of Local Buy's active arrangements process, LGA arrangements will be active on a quarterly basis during their term allowing suppliers to be prequalified and added to the arrangements.

If compatible substitute parts are available, the perspective vendor can provide product specification details and opportunity for testing if required.

The RFT closing date is Monday, 4th May 2026, at 2:00 PM. The council will not accept late submissions.

The bid notice does not explicitly state payment terms, but it mentions that all callout and ad hoc tax invoices submitted for payment must include the corresponding service dockets directly related to the request.

Tenders will be evaluated on mandatory criteria including completion of the modern slavery questionnaire, price, completion of the WHS management system questionnaire, technical capability and prior experience, requested insurances, understanding of the scope of works and methodology, conformity to the RFT, service delivery and responsiveness, company profile, key staff and capacity to complete the work, and proposed contract and term.

The bid notice requires tenderers to complete various questionnaires related to modern slavery, work health and safety, and cybersecurity. It also requires evidence of insurance and details of key staff capability and availability.

An optional site briefing will take place on Thursday, 23rd April 2026, at 9:00 AM. The site briefing will start at the Pavilion Performing Arts Centre Sutherland, then moving to Sutherland Service Centre, Sutherland Shire Council Admin Building and Sutherland Library.

The enquiry cutoff date is Friday, 1st May 2026, at 2:00 PM.
