The Blue Mountains City Council is seeking design and associated consultancy work for the Katoomba Platform at the Katoomba Resource Recovery and Waste Management Facility. The time for lodgement of quotes closes at 2:00 PM on 2 December 2025. Quotes must be accessed and lodged online. Consultants must address the assessment criteria, including compliance with quote conditions, completion of the form of quotation and price schedule, compliance with the contract for consultancy services, compliance with specification, demonstrate satisfactory compliance with capability and capacity to provide the services and demonstrated experience in completing similar projects, project methodology and program for provision of the services, demonstrate commitment to high level environmental design considerations, demonstrate satisfactory compliance with work health and safety obligations, including evidence of a WHS policy and WHS management system, critical assumptions, innovation, and insurance. The successful consultant will be required to provide evidence that it holds current policies of insurance specified in the contract. The design and associated consultancy work for the katoomba platform must be undertaken in accordance with the environment protection authority solid waste landfill guidelines 2025 draft for consultation.
The consultant will be paid in accordance with the contract.
The consultant warrants that the services will be suitable, appropriate and adequate for the purposes of the specifications, except to the extent that, prior to the commencement date.

Proponents must be an acceptable legal entity and must hold a registered ABN.
All staff, including visitors subcontractors are to complete all BMCC site entry requirements including site inductions access to the site is only available when the KRRWMF is operating and access must be arranged with the BMCC representative all visitors must provide their own personal protective equipment work health and safety requirements.
