The Queensland Police Service (QPS) is seeking to establish a Standing Offer Arrangement (SOA) for security services across Queensland. This will be a panel of suppliers for ongoing requirements like static guarding, patrols, and alarm response. Work will be issued as required, with no guaranteed minimum. Offers close on Tuesday, 14 July 2026, at 2 pm AEST. A briefing session will be held electronically on Tuesday, 23 June 2026. Evaluation will consider capability, capacity, cost, and value for money, not just price. Suppliers must comply with the Queensland Government Supplier Code of Conduct and hold relevant licenses.
Offers must be lodged by 2 pm Australian Eastern Standard Time (AEST) on Tuesday, 14 July 2026.
The supplier warrants that neither it nor its personnel has engaged in, or will engage in, any collusive, anticompetitive or similar conduct. The supplier also warrants that neither it nor its personnel have or are likely to have a conflict of interest.
The principal is not evaluating offers on the sole criterion of price. The criteria include: mandatory criteria compliance, adherence to the Queensland Government Supplier Code of Conduct, security firm licence number, labour hire licence number, nominated membership of an approved industry association, agreement to the details and conditions set out in part B: SOA details. Desirable criteria include: capability and relevant experience, capacity and support, alignment with Queensland Government priorities, process, personnel management, cost and value for money, and opportunities for innovation and improvement.
Suppliers must have a security firm licence number, labour hire licence number as applicable, and nominate membership of an approved industry association. They must also agree to the details and conditions set out in part B: SOA details.
The evaluation process may include, where considered appropriate by the principal, a site visit assessment.
The principal may, in its absolute discretion, immediately disqualify a supplier from the invitation process, or terminate an SOA if it believes the supplier has breached any warranty.
