Ballina Shire Council is seeking quotations for the acceptance and processing of commingled recyclable material generated from domestic and commercial self-haul activities for a 5-year period with two 1-year extension options. The service provider must operate a licensed material recovery facility, accept delivery between 9:00 am and 3:00 pm on weekdays, and manage all Container Deposit Scheme (CDS) activities. The contract includes requirements for environmental management, work health and safety, reporting, and performance management. Tenderers must demonstrate experience, capability, and provide details on their proposed facility, staffing, resources, and waste disposal arrangements. Mandatory insurance requirements include public liability of $20 million, workers compensation, and comprehensive motor vehicle and plant insurance. A current Environment Protection Licence (EPL) is also required. Submissions are to be made via VendorPanel.
The closing date for submissions is Tuesday, 19 May 2026, at 01:00 am E. South America Standard Time.
Invoices are to be submitted on a monthly basis and payment will be made within 28 days of satisfactory completion of services and receipt of a correctly rendered invoice, unless otherwise specified.
The contract includes provisions for the service provider to remedy any faults in work or services that do not comply with the specification, and acceptance of services does not negate any other obligations or warranties.
Submissions will be assessed on compliance with mandatory criteria, followed by weighted criteria including price (70%), experience, capability and methodology (15%), and social and community impact (15%).
Tenderers must be suitably experienced and qualified, hold a current Environment Protection Licence (EPL) for processing commingled recyclables, and possess demonstrated WHS, environmental, and quality management systems.
If performance against Key Performance Indicators is inadequate, council may terminate the agreement with three months' notice or withhold payment until the performance issue is rectified.
