Tenders lodged or received by the city after the tender closing time are deemed to be late and will be disqualified and ineligible for consideration unless the tenderer can clearly document to the satisfaction of the city that an event of exceptional circumstances beyond the control of the tenderer caused the tender to be lodged after the closing time.
