Any supplier offer that has demonstrated a failure in capability or capacity to meet the customers requirements for any evaluation criterion, may be set aside from further evaluation.

A tender may be eliminated if it fails to meet any condition for participation or if it is found to have significant deficiencies in prior contract performance. an assessment of no against any criterion will eliminate the tenderer from further consideration.
