This is a Request for Tender (RFT) for a construct-only contract for the Warrick Lane High Voltage Upgrade project by Blacktown City Council. The project aims to provide a reliable electrical supply for the redevelopment of the Warrick Lane precinct. Key requirements include delivering a compliant high voltage connection, meeting Endeavour Energy standards, Australian standards, and environmental/safety requirements. The contractor will be responsible for all construction methodologies and temporary works. A mandatory site inspection and briefing meeting will be held on April 16, 2026. Tender submissions are due by May 20, 2026. The contract will be a fixed lump sum price, exclusive of GST. The intended commencement date for the Warrick Lane High Voltage Upgrade is August 2026, subject to contract execution. The contractor will be required to achieve practical completion by the end of December 2026.
Tenders will be evaluated against mandatory compliance requirements and a weighted qualitative assessment criterion, with pricing weighted at 40%, relevant experience and capability at 20%, project understanding, methodology, and construction programme at 20%, management systems (financial, environmental, QA, work, health, safety) at 5%, and equal employment opportunity, social, corporate social responsibility, community, first nations, and sustainability at 4%.
Tenderers must be suitably qualified and experienced contractors. They must have in place a Work Health and Safety system that complies with the NSW Work Health and Safety Act **** and WHS Regulation 2017. Tenderers must also complete the supplier questionnaire identifying modern slavery risks as a compliance criterion.
A mandatory site inspection and briefing meeting will be held at 10:00 am on Thursday, 16 April 2026, at the function room, Max Webber Library. Tenderers are required to confirm their intention to attend by 2:00 pm on Wednesday, 15 April 2026, via email to the contact officer.
The deadline for Request for Information (RFI) is 5:00 pm on Wednesday, 13 May 2026.
