This is a Request for Tender (RFT) for the establishment of the ASQA Regulatory Panel (ARP). The ARP will replace the current Regulatory Operating Model Services (ROMS) Panel and will consist of external suppliers providing services in two pillars: Pillar 1: Student Assessment Validations, and Pillar 2: Regulatory Assessments (which includes assessment, evidence review or monitoring activities, and accredited course evaluation services). Tenderers can apply for one or more service pillars. Tenders must be submitted electronically via Austender by the closing time of 2:00 PM AEST on 1 June 2026. Key dates include an industry briefing on 14 May 2026 and an enquiry cutoff date of 25 May 2026. Tenderers must meet specific conditions for participation, including being a legal entity, not being bankrupt or insolvent, holding required insurance levels, and providing valid Statements of Tax Record (STRs). Late tenders will not be accepted unless due to mishandling by ASQA or Austender. The head agreement is expected to commence on 13 July 2026 and may be extended up to a total of 5 years.

The Commonwealth is committed to making payment within 5 calendar days for e-invoicing (if both parties have e-invoicing capability) or 20 calendar days for all other invoices, unless shorter maximum payment terms are agreed.
Tenders will be evaluated to identify those that can provide the services to achieve the best value for money for the Commonwealth, considering both financial and non-financial costs and benefits.
Tenderers must meet mandatory minimum requirements including being a legal entity, not being bankrupt or insolvent, not having judicial decisions against them relating to employee entitlements, not being listed as a non-compliant employer under the Workplace Gender Equality Act ****, holding required insurance levels, and holding valid Statements of Tax Record (STRs).
The RFT does not mention mandatory site visits. However, verification activities may include site visits to tenderers' premises.
The RFT does not require sample submissions.
