Ballina Shire Council is seeking experienced service providers for a community sharps collection program. The program involves exchanging sharps storage bins at nine participating pharmacies every three months, transporting collected sharps waste to a licensed clinical waste facility for disposal. The contract term is five years with two optional one-year extensions, commencing July 1, 2026. Submissions must be electronic via VendorPanel by June 15, 2026. Key performance indicators include service delivery compliance, regulatory compliance, incident management, bin condition, documentation, and stakeholder satisfaction. The contract is a schedule of rates with annual rise and fall adjustments based on the CPI.
Submissions close on Monday, 15 June 2026, at 01:00 AM E. South America Standard Time.
Invoices are to be submitted monthly and paid within 30 days of satisfactory completion of services and receipt of a correctly rendered tax invoice. Council may withhold payment if the service provider is in contravention of the contract.
The service provider warrants that all services and works undertaken are reasonably suitable in all respects for the purposes required and acknowledges that council relies upon the skill and knowledge of the service provider.
Tenders will be evaluated based on mandatory criteria including insurance and management systems, and weighted criteria: pricing structure (45%), experience and capability (20%), methodology and delivery plan (20%), and social and community (15%).
Respondents must be suitably experienced and qualified service providers. They must demonstrate a commitment and capacity to comply with the NSW WHS Act **** and WHS Regulation 2017, and maintain relevant licences and permits.
If the service provider's performance is inadequate, council reserves the right to terminate the contract with three months' written notice. Failure to meet KPIs can result in contract termination.
Supplier queries will be received up to 2:00 PM AEST, 3 working days prior to the closing date. The supplier query cutoff is Friday, 12 June 2026, at 01:00 AM E. South America Standard Time.
Unauthorised communication with council staff or canvassing of councillors or staff may lead to disqualification. Collusive tendering or contravention of anti-competitive provisions can also result in exclusion.
