Expression of Interest (EOI) for the Bowen Marine Infrastructure Replacement Project, involving the design and construction of a new recreational jetty and commercial wharf. The existing Bowen Wharf is at the end of its service life. The project aims to provide safe, reliable, and fit-for-purpose marine infrastructure. The procurement process is two-stage: EOI for shortlisting, followed by a Request for Tender (RFT). EOI submissions are due by 14:00 AEST on July 1, 2026, via the VendorPanel portal. Key requirements include financial standing (AUD 100M annual turnover, AUD 15M positive cashflow), relevant project experience, design capability, and certified quality, safety, and environmental management systems. The project has a target completion for the recreational jetty by Q3 2028 and the commercial wharf within six months thereafter. Emphasis is placed on value for money, sustainability, and community engagement, including indigenous participation.
Target practical completion of the recreational jetty is by the end of Q3 2028. Target completion of the commercial wharf is no later than six months following completion of the recreational jetty.
The successful contractor will be responsible for defects liability management and providing warranties.
Mandatory eligibility criteria include financial standing (AUD 100M annual turnover, AUD 15M positive cashflow), relevant project experience (three completed marine construction projects in the last 6 years), design capability, legal eligibility, and certified quality, safety, and environmental management systems (ISO ****, ISO 45001/AS/NZS ****, ISO ****).

An invitee may be excluded if they have not provided requested information, breached EOI documents, included material errors, are insolvent, made a false declaration, have a serious crime conviction, failed to pay taxes, or represent a threat to confidentiality. Serious performance issues in previous contracts or doubts about integrity can also lead to exclusion.
