Completion of all components of the works, including commissioning, is required by 17 December 2027. Respondents must provide a schedule of works with their submission indicating estimated delivery timeframes.

Progress claims may be submitted for works fully executed on site, including associated labour, plant, and installation, or for materials procured and delivered to site ready for use. Claims must be submitted to council's representative for review and approval prior to invoice submission.

The contractor is responsible to provide 12 months warranty on all workmanship from the date of the practical completion inspection. The contractor must respond to requests for any failure in workmanship within 3 business days, at no further cost to council.

The works shall be undertaken by a suitably qualified, experienced and appropriately licensed electrical contractor with the skills and resources necessary to complete the works safely and in accordance with the contract documents and applicable standards.

Failure to maintain progress in accordance with the approved project schedule, where the delay has not been approved by the principal and is not otherwise permitted under the contract, may constitute a breach of the contract and may result in the application of liquidated damages or other applicable contractual remedies.

There is no mandatory site visit for these works but requests for a site visit during the tender period are welcome. Requests for a site visit are to be submitted via the vendor panel question portal.

Any form of canvassing or direct contact with council employees, councillors, or consultants, is strictly prohibited during the tender process. Any breach of this protocol, including direct contact outside the approved channel, will result in automatic disqualification from the contracting process.

Works must be fully completed by 30 June 2027, with preference for practical completion by 31 May 2027. As stated: the works funded under this program must completed by 30 june 2027 and preference for a practical completion date for all works no later than 31 may 2027.

Supplier must comply with the supplier code of conduct and be recognised as tier 1, 2, or 3 contractor. As stated: organisation to be recognised as tier 1, 2 or 3. alternatively, have characteristics of a tier 1, 2 or 3 contractor.

The evaluation criteria include professional competence 30, methodology and program 30, and financial 40, with overall value for money as the final assessment.

Mandatory requirements include experience with delivering projects in state government facilities minimum 5 years and experience with delivering projects in live operating environments.

The briefing session is mandatory: attendance at the briefing session is mandatory as noted in clause 2. 3 of part b. 2 victorian government requirements.

Failure to attend the mandatory briefing session may lead to disqualification: if an invitee fails to attend a mandatory briefing session, the organisation may disqualify the invitee.
