Learning Resource Tenders

This approach to market (ATM) seeks the services of registered training organisations (RTOs) to deliver training for the nationwide house energy rating scheme (NATHERS) for existing homes assessors. The closing date for questions is 2 February 2026. The industry briefing will be held on 15 January 2026. The customer will exclude a tender if it does not comply with the minimum content and format requirements. The customer will exclude a tender if the potential supplier does not meet the conditions for participation. The customer requires the services of one or more registered training organisations rtos to establish resourcing and to deliver training from march 2026 for two years for nathers for existing homes. The customer may extend the term of the contract for up to 12 months. The customer will exclude a tender from further consideration if, at the closing time or at any time before any resultant contract is executed, the customer considers that the potential supplier does not meet any one or more of the following conditions for participation: a registered training organisation approved to deliver nationally recognised training by the australian skills quality authority and must be listed on the national training register and exists as a single legal entity. Tenders should be lodged in microsoft word . doc or . docx, microsoft excel . xls or xlsx or pdf . pdf formats and in accordance with the austender requirements referred to in clause 3. 6b below. The file name of each document forming part of the tender should: include the potential suppliers name and where the tender comprises multiple files, include a description reflecting the various parts of the tender the file represents. The total combined size of all tender files should not exceed 50 megabytes. The customer will exclude a tender from further consideration if the customer considers that the tender does not comply with any one or more of the minimum content and format requirements set out in the atm details at clause 1. The criteria to be applied for the purposes of evaluation are those set out in column b of table a evaluation criteria. Potential suppliers are to address each of the evaluation criteria by completing the tender response form at schedule 2. The evaluation criteria are not specified in any order of importance and are unweighted. Each of the scored criteria will be equally weighted. The supplier is required to make available and deliver training in the newly designed, bespoke nathers for existing homes assessments training unit. The supplier is required to deliver training for this nathers for existing homes assessments training unit using the training resources supplied by the customer. The supplier is required to tailor these resources to the learning needs of their trainees. The resources to be supplied by the customer are: the nathers for existing homes assessments training unit: learner guide, knowledge assessment kit, workbased assessment kit, competency specification. The 7 included uocs from **** certificate iv in home energy efficiency and sustainability: learner guides, knowledge assessment kits, workbased assessment kits. The supplier is required to provide recognition of prior learning rpl for any of these uocs which it delivers, in accordance with the obligations as set out in the practice guide recognition of prior learning and credit transfer. The customer will supply training materials and resources that are tailored for an existing homes assessment context for each of the uocs listed at 2. 1e. The supplier may further tailor these materials and resources to meet the specific learning needs of their trainees. The supplier will assess trainee competency for any of the uocs it delivers in accordance with the 2025 standards for rtos and issue a statement of attainment to trainees who the supplier assesses as demonstrating competency.
