Livingstone Shire Council is seeking tenders to establish a Preferred Supplier Arrangement (PSA) for the supply and delivery of specialised plant hire with experienced operators. This arrangement will support the council's ongoing civil, construction, maintenance, and infrastructure works. The PSA covers a range of high-risk specialised plant and services including cranes, concrete cutting and pumping, elevated work platforms, vacuum trucks, excavation, stabilisers, road profiling, water jetting, underground service location, and weed spray utilities. Engagements will be on an as-required, non-exclusive basis with no guaranteed volume of work. Suppliers must meet stringent work health and safety, environmental, insurance, and performance requirements. Tenders must be submitted electronically via VendorPanel by 2:00 PM on Monday, 1 June 2026. The timetable indicates that question time closes on 22 May 2026, and the contract commencement is expected on 1 July 2026.
The tender closing date is Monday, 1 June 2026, at 2:00 PM. Late tenders will only be accepted in accordance with clause 4. 1. 2 of the conditions of tender.
The tenderer warrants that it has carried out all relevant investigations and has examined and satisfied itself concerning the contents of the tender documents and their completeness, all information relevant to risks, contingencies and other circumstances, the accuracy, completeness and sufficiency of the tender, and the appropriateness and sufficiency of the tender price offered. The tenderer further warrants the accuracy of all information provided, that it has the necessary experience, skill and resources, that it is willing to accept the contractual terms and conditions, and that it is able to commence the services as required by council.
Tenders will be assessed according to qualitative evaluation criteria with weightings: Corporate and financial capacity (20%), Availability (20%), WHS responsibilities (10%), Local content (20%), and Price/Value for money (30%).
Tenderers must meet mandatory criteria including the provision of a completed and signed form of tender and completed assessable tender schedules as per clause 5. 1. 4. Tenders not meeting mandatory criteria may be considered non-conforming.
Supplier queries cut-off is Monday, 25 May 2026, at 1:00 AM E. South America Standard Time.
Any tenderer found to have offered a bribe, gratuity, bonus, discount of any sort or enticement to any councillor or employee of council will have their tender rejected. Any tenderer who discusses the tender with any councillor or employee of council, with the exception of the contact persons, at any time prior to the awarding of the contract may have their tender rejected.
