The State of Queensland is seeking to establish a Standing Offer Arrangement (SOA) for hazardous substances identification and advisory services. The services include assessing, identifying, monitoring, and providing advice on the safe management and rectification of physical, chemical, biological, and environmental hazards across Queensland. The tender period is extended to allow for industry feedback and document amendments. Key requirements include obtaining 'before you dig' information, using underground service locators, managing waste and site cleanup, protecting persons and property, handling hazardous chemicals with SDS, ensuring occupational health and safety compliance (including ISO **** certification and respirator fit testing), developing Safe Work Method Statements, managing dust and stormwater, and adhering to environmental protection acts. Consultants must also comply with specific site access procedures for various locations including Department of Education facilities, residential sites, correctional centres, and sites with children. A service guarantee is mandatory, and local sourcing of goods and services is encouraged. Pricing is detailed in a schedule of prices, with provisions for adjustments. Performance will be managed through KPIs related to work health and safety, invoice compliance, customer satisfaction, response times, and reporting.

Invoices must be submitted within 7 days of work completion. Waste disposal fees will be reimbursed at cost upon presentation of a receipt. Approved expenses will be reimbursed at cost including GST when supported by a signed copy of a ticket, docket, or paid invoice.
As a mandatory requirement of this SOA, all works delivered under a purchase contract must be covered by a service guarantee for the services delivered. he guarantee shall cover all costs associated with the replacement of all defective works, including all labour, travel and materials that are required to be replaced at the site where applicable.
Consultants must have and maintain a certified safety management system compliant with ISO **** services at sites with children, workers may need a positive notice blue card. For correctional centres, consultants must be eligible and cleared, requiring a criminal history check.
Failure to meet KPIs may result in a stop work order, preventing the consultant from receiving further purchase contracts. Any breach and/or termination of a purchase contract may also result in a stop work order.
Sample testing supplied as part of the services is to be charged at cost exclusive of GST, plus an agreed percentage markup. for the purposes of this soa sample testing means the cost of the nata laboratory testing and analysis certificate charged to the consultant by the nata laboratory.

Inappropriate behaviour, contravention of codes of conduct, misconduct, incompetence, negligence, or breach of SOA conditions may lead to removal from site or disqualification from future work.
