Tenders must be lodged electronically via the Austender website by 5 August 2026, 12:00 PM ACT local time.

Tenders will be evaluated based on best value for money, with specific weightings for project understanding (50%), workload and proposed resources (15%), previous performance (15%), and program (20%).

Tenderers must satisfy conditions for participation, including completing and returning a signed disclaimer and confidentiality agreement.

Refer to Part 2, Tender Particulars of the tender conditions for industry briefing details, which may include site visits.

Tenders may not be evaluated if not lodged in accordance with requirements, fail minimum form and content, or do not satisfy conditions for participation. Improper or unlawful conduct can also lead to disqualification.

Tenders will be evaluated based on mandatory criteria including insurance and demonstrated management systems, and weighted criteria for capability (45%), experience (40%), and social and community factors (15%). Tenderers must be suitably qualified and experienced companies/organisations with the capability as principal contractor to construct and manage switchboard and associated minor renewals. Unauthorised communication with council staff or canvassing of councillors or staff may lead to disqualification. Unauthorised communication with other staff of council may lead to disqualification of the tender. Canvassing of councillors or staff in relation to the award of this contract will automatically disqualify a tenderer.

The project completion date is to be within 12 months after the award date, including a 6-week period for handover, takeover, review, and approval.

The tenderer is requested to provide the times for submission of payment claims, which are monthly on the 15th day of each month.

Tenders will be evaluated to determine the tender which represents the best value for money to the Commonwealth, with specific weightings for Project Understanding (50%), Workload and Proposed Resources (15%), Previous Performance (15%), and Program (20%).

The tenderer must complete and return a signed confidentiality agreement and satisfy each condition for participation as specified in the tender particulars.

The tenderer is requested to provide its maximum amount of delay damages for the purposes of clause 9. 6 of the conditions of contract in part 5.

An industry briefing, which includes a site walkthrough, is scheduled for June 3rd, 2026, at RMC Duntroon. Tenderers must register to attend and complete the national base induction prior to attendance.

The cutoff date for questions pertaining to this tender is seven days before the tender close date.

Tenders may be excluded from the evaluation process if they are late, incomplete, or potentially contain viruses. Failure to satisfy minimum form and content requirements or conditions for participation can also lead to disqualification.
