Workforce Strategy Tenders

Responses must be received no later than 1 December 2026, 3pm. The contract commences 19 January 2027 with cohorts starting March 2027. As stated: responses must be received no later than 1 december 2026, electronically.

Payment within 20 calendar days after receiving a correctly rendered invoice, or 5 days if e-invoicing via Peppol. As stated: the customer will pay the amount of a correctly rendered invoice to the supplier within twenty 20 calendar days after receiving it.

The customer will evaluate responses to determine which potential supplier has proposed the best value for money outcome for the customer. The successful supplier will have demonstrated its ability to provide the best value for the customer. this will not necessarily be the lowest price.

Suppliers must have specialist expertise in workforce planning and/or strategy. All specified personnel must be Australian citizens. As stated: all specified personnel must be australian citizens and evidence of relevant experience in designing and developing comparable learning solutions.

Questions must be submitted by 24 November 2026, 3pm. As stated: question closing date and time 24 november 2026, 3pm.

Responses not meeting conditions for participation will be excluded. As stated: the customer will exclude from consideration any response that does not meet the conditions for participation. Responses must not exceed 60 pages and must be submitted as one document.

Offers will be evaluated on their merits according to the following evaluation criteria: industry participation plan (15%), demonstrated past performance in the monitoring, evaluation and continuous improvement of long term strategies (30%), understanding of oecds requirements, including ability to meet timeframes (30%), and capability and capacity (25%).

Mandatory criteria include submission of industry participation plan. Suppliers must also submit a copy of their completed industry participation plan with their offer.

The invitation summary states that there is no site visit.

Failure to meet mandatory criteria may result in an offer not being considered further.

The preferred delivery period is six months, unless a longer period is proposed and justified by the tenderer in its deliverables schedule and pricing.

Tenders will be assessed using a weighted scoring process combining price and non-price criteria, aiming for the best value for money outcomes for the council.

Tenderers must demonstrate senior-level IT strategy and governance capability, appropriate insurances, and the ability to provide a detailed methodology, deliverables schedule, timeline, and pricing proposal. Specialist tertiary qualifications or equivalent demonstrated experience at a senior strategic level are required. Professional certifications in IT governance or service management frameworks are highly desirable.

No tender briefing or site inspection is proposed for this RFT unless otherwise advised by addendum.
