Tenderers must provide evidence of insurances required by the contract, including insurance of the works and insurance arrangements sufficient to cover the contractors custody, care, handling, storage, transport and installation of principal supplied materials. Tenders must be lodged by Thursday, 13th August 2026, at 10:00 AM AEST.

Tenders will be assessed based on local industry participation (15%), social benefit and indigenous engagement (5%), capability (30%), program (20%), methodology (40%), and price and value for money.

Tenderers must meet mandatory threshold criteria including financial capacity, quality assurance (ISO ****), environmental management (ISO ****), OHS management (ISO ****), and provide evidence of required insurances and licenses.

An optional site inspection of the Penelope Road pipe storage facility is available on Wednesday, 16th July 2026, at 11:00 AM. Tenderers must not access private property or restricted areas without authorization.

Supplier queries must be submitted by Thursday, 20 August 2026, 09:00 PM E. South America Standard Time.

Tenderers may be excluded if they breach conditions of tendering, engage in misleading or deceptive conduct, collusive tendering, or attempt to improperly influence personnel.

Tenders must be lodged by no later than 2:00 PM on Tuesday 11 August 2026. late tenders will not be considered under any circumstances and the closing timedate will be strictly enforced.

The contractor warrants that materials and workmanship will not breach third-party intellectual property rights. A defects liability period of 12 months from practical completion applies, during which the contractor must rectify any defects. the contractor warrants on both labour and materials supplied under this contract that where within 12 months of the completion of the works, any defect arises other than from reasonable fair wear and tear in relation to the works performed by the contractor, the contractor shall promptly upon receipt of written notice thereof from the council, at its own cost rectify the defect or reexecute or make good anything not properly performed.

Tenders will be evaluated based on price (40%), relevant experience (20%), methodology (20%), compliance with the specification (10%), environmental benefit (5%), and social benefit (5%). the principle that underlies the awarding of all council contracts is that, following consideration and evaluation of all tenders, the contract will be awarded on the basis of the best value for money, the most benefit to the community and the greatest advantage to council.

Tenderers must be natural persons, partnerships, companies, or incorporated associations. They must be capable of entering into a contract and must provide details of their qualifications, skills, and experience, including previous contracts and personnel experience. Financial viability assessment may also be required. tenders will only be accepted from persons or organisations with whom or which it is capable of entering into a contract.

Liquidated damages will apply if works are not completed by the date for practical completion, at a rate of $550 per day, with a waiver in excess of 20% of the contract sum. if the works are not completed by the date for practical completion of the contract, the superintendent shall certify as due and payable to the council, liquidated damages in the amount referenced in item 17 of the schedule, for every day after the end date of the contract, until the works

Tenderers may be disqualified if they directly or indirectly seek to obtain an advantage by canvassing the evaluation panel or council. Engaging in uncompetitive behaviour or practices that deny legitimate business opportunities to others can also lead to disqualification. any tenderer, who directly or indirectly seeks to obtain an advantage by the canvassing the evaluation panel andor council.
