The annual contract sum is payable in arrears by monthly instalments equivalent to one-twelfth of the annual contract sum. not later than 10 business days after the end of each named month during the service period, the supplier must invoice the principal for the instalment of the annual contract sum applicable to that named month.

The department will charge a nominal rent for the facility, but will not contribute funding towards facility refurbishment or fitout costs. These costs will be the responsibility of the successful proponent.

Expressions of interest will be assessed based on their ability to deliver against the EOI evaluation criteria, which include proposed use, service quality, organisational capability, integration with existing services, financial investment, and implementation planning.

Organisations interested in utilising the James Scott Wing should be suitably qualified and demonstrate the capability and capacity to deliver services aligned with the project objectives.

A site inspection opportunity is scheduled for Tuesday, 18 August 2026, at 10:00 AM. Attendance is not mandatory, and interested parties are requested to register their interest with the contact officer.

The clarification closing time for enquiries is Friday, 4 September 2026.

An expression of interest may be excluded if there is evidence of a breach of the EOI terms and conditions that materially affects the integrity of the process, or if there are significant deficiencies in performance under prior government contracts.

The closing time for tenders is 4:00 PM Australian Eastern Daylight Savings Time on 17th of July 2026.

Tenders will be evaluated based on value for money, considering specific criteria such as customer service, strategic geographic location, past performance, references, capability to supply and service, quality, social procurement, sustainable procurement, and costing.

Tenderers must be capable of providing all required goods and/or services and comply in full with the conditions set out in the RFT. They must also demonstrate compliance with relevant legislation and healthcare cleaning standards.

A briefing session, which is a prerequisite for submission and consideration of a bid, will be held on July 7, 2026, and an additional briefing via Microsoft Teams on July 17, 2026. details to be further confirmed attendance at the briefing is a prerequisite to submission and consideration of a bid.

Any complaint about the RFT or tendering process must be submitted in writing to the project manager immediately upon the cause of the complaint arising or becoming known to the tenderer.

Tenders lodged after the closing time or in a manner contrary to specifications will be disqualified. Unauthorized communications, improper assistance from NHW employees, and collusive or anti-competitive conduct may also lead to disqualification.

The selected service delivery partner will be expected to make the course available to participants within two calendar weeks of their submission being successful.

The cheapest supplier may not necessarily be the selected partner.

The estimated value is between $10,000 and $25,000.

Offers must be lodged by the closing date and time of 2:00pm Queensland time on 2 July 2026.

The evaluation criteria include mandatory requirements such as supplier eligibility, required licenses, agreement to comply with laws, evidence of insurance, compliance with the Queensland Government Supplier Code of Conduct, and responding to all applicable sections of the ITO response schedules. Desirable criteria include capability, capacity, previous experience, ability to meet timeframes, delivery stream selection, reporting capacity, and cost and value for money.

Suppliers must be a legal entity under Australian law, not bankrupt or insolvent, and hold all required licenses, memberships, registrations, or professional associations relevant to the goods/services. They must also hold current Skills Assure Supplier (SAS) approval and agree to comply with all applicable laws and regulations.

MNHHS will not be holding site visits for this opportunity.

The closing date for information clarification questions is 3 business days prior to the closing date for offers, which is 2:00pm Queensland time on 2 July 2026.

Failure to meet any single mandatory requirement will result in the immediate disqualification of the offer from further evaluation. Non-conforming offers may not be accepted at the discretion of MNHHS.
