This is an Approach to Market (ATM) for a Request for Tender (RFT) for the provision of Building Automation System (BAS) upgrades at the Synchrotron, issued by the Australian Nuclear Science and Technology Organisation (ANSTO). ANSTO reserves the right to amend the ATM, seek new offers, shortlist, reconsider offers, make independent inquiries, undertake site visits, and terminate or suspend the process. Offers will be evaluated based on value for money, considering risk (unweighted), pricing (35%), compliance with specification (20%), demonstrated capacity and previous experience (25%), qualified personnel (15%), and compliance with ANSTO's security requirements (5%). The evaluation criteria include risk, pricing information, compliance with the specification, demonstrated capacity and previous experience, qualified and/or experienced personnel, and compliance with ANSTO's security requirements.
Suppliers must be a legal entity capable of entering into the contract and not participate, whether directly or through a related entity or consortium, in more than one offer.
ANSTO may undertake a visit to some or all suppliers' sites as part of its evaluation process. Reasonable notice will be provided, and failure to agree to a site visit may result in the offer being excluded from further consideration.
Some or all suppliers may be required to provide samples for inspection or testing by ANSTO.
