The timeframe for delivery is 5 years with options to extend for one or more option periods up to an aggregate of three 3 years.

The department will exclude a response if the tenderer does not meet the following conditions for participation: a the tenderer holds all valid and satisfactory statements of tax record relevant to its entity type and b the tenderer must hold all valid and satisfactory statements of tax record for any first tier subcontractor that it proposes, as part of its response, to engage to deliver goods andor services with an estimated value of 4 million gst inclusive or more.

Tenders will be excluded if they do not meet mandatory conditions for participation or minimum content and format requirements. any tender which does not comply with all the mandatory conditions for participation set out in this clause 2. 6 will be excluded from consideration.

It is expected that contracts will be executed by 1 February 2027, with contractors required to deliver transition services prior to contract commencement on 1 July 2027.

The evaluation will be based on identifying the tenderer which represents the best value for money, with criteria including capability (30%), experience (20%), methodology (25%), availability timing (15%), and compliance (10%).

Tenderers must hold an Australian Company Number (ACN) and/or an Australian Business Number (ABN) or an Australian Registered Body Number (ARBN), and possess all valid and satisfactory Statements of Tax Record for their entity type and any first-tier subcontractors for procurements valued at $4 million or more.

Requests for further information may not be accepted after 2:00 PM Canberra local time, 15 September 2026.

Tenders may be excluded if they do not meet mandatory conditions for participation, minimum content and format requirements, contain viruses, or if the tenderer has engaged in unethical conduct or has adverse decisions relating to unpaid employee entitlements.
