Tenders must be lodged electronically via Austender by 2pm local time in Canberra, ACT on Friday, 28 August 2026. The closing time for this RFT is: 2pm local time in Canberra, ACT Friday 28 August 2026.

Quoted works, both minor and projects, must include a 12 months defects liability period.

The Memorial will evaluate tenders on the basis of overall best value for money consistent with the Commonwealth Procurement Rules CPRs.

Tenderers must be a current Gallagher high security certified channel partner. All employees specified personnel of the tenderer must maintain currency of any legal requirement to hold a valid and current security license under the Security Industry Act **** ACT. All specified personnel must undertake basic background screening via the national police check process and be security cleared to either NV1 or NV2.

The Memorial may, at its sole discretion, require the tenderer to host a site visit. The Memorial may, at its sole discretion, require the tenderer to give a presentation regarding its tender, attend an interview and/or host a site visit to the tenderer's premises or other premises where the requirement will be provided.

All enquiries in relation to this RFT must be submitted no later than 5:00pm Canberra, ACT, local time on Friday, 21 August 2026.

Tenders which are not properly submitted before the closing time (late tenders) will not be accepted unless the tender lodgement is late solely as a consequence of mishandling by the Memorial. The Memorial may exclude from further consideration any tender lodged by a tenderer that has engaged in unethical or improper conduct.

The ATM closing date is Wednesday, 26 August 2026, at 3:00 PM ACT local time. The proposed contract start date is Monday, 2 November 2026, with a contract term of 3 years and 3 months.

If both parties can deliver and receive e-invoices via the Peppol framework, payment will be made within five (5) calendar days of receiving a correctly rendered invoice. Otherwise, payment will be made within twenty (20) calendar days.

The customer will evaluate all valid responses to determine which potential supplier has proposed the best value for money outcome for the customer.

Potential suppliers must demonstrate compliance with integration and interoperability, accessibility and inclusion (WGEA Act ****), and data security and privacy (APP, PSPF) requirements.

Unless otherwise notified by an addendum, there are no site inspections for this ATM.

Questions will be permitted up until five calendar days prior to the ATM closing date.

The customer will exclude from participation any potential supplier that does not demonstrate compliance with integration and interoperability, accessibility and inclusion, and data security and privacy requirements.

All installation, commissioning, and training activities must be completed prior to 21 August 2026.

Council will pay the supplier within 30 days from the end of the month in which the invoice is received, subject to dispute resolution.

A 12-month defect liability period is required from the installation date.

Offers will be evaluated based on a combination of qualitative criteria including relevant experience, capacity/resourcing, time performance, and local benefit, with price assessed as part of the value for money ratio.

Respondents must be suitably qualified and experienced.

A non-mandatory site inspection is available on Wednesday, 24 June 2026, at 10 AM AEST. Booking is required via email to ***@***. *. * (enclosed shoes, hi-vis vest, hard hat) is required as it is a construction site.

Supplier query cutoff is Monday, 29 June 2026, at 2:00 AM E. South America Standard Time.

Failure to submit quotations as two separate files (PDF for non-price, Excel for price) may result in a non-conforming offer.

The contract term is for a period of 12 months from the date the contract is entered into, with a potential extension of one period of two years. The proposed start date for the contract is 08/05/2026.

The department must pay the amount of a correctly rendered invoice to the successful supplier within twenty (20) calendar days after receiving it, or if this day is not a business day, on the next business day.

The department will evaluate all valid responses received by the ATM closing time that meet the minimum content and format requirements and the conditions for participation to determine which potential supplier has proposed the best value for money outcome for the department.

Potential suppliers and any subcontractors must not be insolvent, bankrupt, in liquidation, or under administration or receivership as at the closing time. They must also not be named as non-compliant with the Workplace Gender Equality Act **** CTH by the Workplace Gender Equality Agency as at the closing time.

Unless otherwise notified by an addendum, there are no site inspections for this ATM.

The maximum budget for this ATM is up to $279,400 including GST.
