Earthmoving Tenders

Tenders will be accepted until 12 noon on 9 June 2026.

The evaluation criteria are capability and experience (20%), methodology (20%), social and economic factors (20%), and price (40%).

Respondents are to meet mandatory criteria for technical specification from the Department of Transport and Main Roads (DTMR), and material cartage in accordance with all relevant Australian standards and legislative requirements.

Clarifications cutoff for requests for clarification or further information will not be accepted on or after the date that is 3 days prior to the closing date.

Direct contact with any elected member of council or local government employee regarding any part of this tender, other than those listed in schedule 1 item 5, is prohibited. Any prohibited contact with a local government employee or elected member of council may result in the respondent or prospective respondent and their tender being disqualified from the tender process.

Tenderers must be suitably qualified. it is the applicants responsibility to advise council of any change of information supplied with this application during the period of hire and acknowledge that council reserves the right to redress any incorrect information supplied.

understand that any works that are carried out in any manner, which does not comply with the requirements of the work health and safety act ****, shall constitute a breach of contract or agreement and shall constitute grounds for the contract or agreement to be suspended or terminated.

Submissions must be lodged by Wednesday, 1 July 2026, 3:00 PM WST.

Progress claims to be issued monthly by the 3rd day of each month for work completed in the month prior.

A defect liability period of 12 months from the date of practical completion is required.

The contract may be awarded to a single tenderer who best demonstrates the ability to provide quality products and/or services at a competitive price, using a best value for money approach.

Tenderers must demonstrate relevant experience, capacity to deliver resources, and a demonstrated understanding of the methodology. Mandatory criteria must be met, and compliance criteria will be assessed.

Liquidated damages are set at $735 per day.

Attendance at the briefing and site inspection on Wednesday, 3 June 2026, at 11:00 AM WST is mandatory. Failure to attend will render the tenderer ineligible.

Supplier query cutoff is Monday, 29 June 2026, 4:00 AM E. South America Standard Time.

Responses may be rejected if submitted after the deadline, not submitted at the specified place, or if mandatory criteria are not met. Quotes with viruses may be excluded.
