Ballina Shire Council is seeking tenders for the upgrade and expansion of the solar system at the Ballina Wastewater Treatment Plant. The project involves designing, supplying, delivering, installing, testing, and commissioning a new 600kW solar PV system, including a 50kW roof-mounted system and a 550kW ground-mounted system that will replace the existing 300kW system. The scope of work includes project management plans (WHS, EMP, QMP), design in accordance with CEC guidelines and Australian standards, installation and configuration of solar PV modules, inverters, mounting systems, switchgear, cabling, protection, and monitoring. It also includes integration into the existing system, grid connection application and approval, meter reconfiguration, commissioning, as-built drawings, operation and maintenance manuals, safety shutdown procedure development, training, and the removal and disposal of existing panels and system components. Modifications to buildings, construction of cable pits, earthworks, and site rehabilitation are also required. A mandatory pre-tender meeting will be held on Wednesday, 6 May 2026, at 9:00 AM AEST at the Ballina Wastewater Treatment Plant. Tenderers must submit all required sections of Volume 3 Tender Schedules (Sections 1, 8, 10, 11, 16) by the closing date of Tuesday, 26 May 2026, 01:00 AM E. South America Standard Time. Other sections can be submitted when requested. Details of subcontractors or subconsultants and valid certificates of currency for public liability insurance (minimum $20 million), professional indemnity insurance (minimum $5 million), and comprehensive motor vehicle and plant insurance are required.
The closing date for tenders is Tuesday, 26 May 2026, at 01:00 AM E. South America Standard Time.
Tenders will be assessed using a weighted scoring process with a price to non-price criteria ratio of 65:35. The non-price criteria, in priority order, are project understanding, experience, methodology, program, social and community impact.
Tenderers must demonstrate their capacity to manage work, health and safety (WHS), environmental matters, and quality management in accordance with NSW government guidelines. Financial assessment criteria include net tangible assets, current ratio, and working capital. Mandatory participation criteria must be met, and failure to satisfy them may result in the tender being passed over.
