The Queensland Government, through the Department of Housing and Public Works and the Department of Justice, is seeking offers to establish a Standing Offer Arrangement (SOA) for legal services. The SOA will consist of 16 categories, with a dedicated category (Category 16) for Queensland small businesses and regional suppliers. Suppliers can offer for one or more categories. The term of the SOA is an initial period of 4 years with two optional 2-year extensions. Offers must be submitted online via the 360 portal by 2:00 PM AEST on Wednesday, 6 May 2026. A virtual briefing session will be held on Friday, 27 March 2026. Mandatory criteria include compliance with the Queensland Government Supplier Code of Conduct, operating a law practice in Queensland, and holding a local practising certificate for key personnel. Insurance requirements are specified, including Public Liability and Professional Indemnity. The estimated total spend under the previous arrangement was approximately $515 million (GST exclusive).
The closing date and time for offers is 2:00 PM AEST on Wednesday, 6 May 2026. Offers must be lodged by this time.
The supplier warrants that neither it nor its personnel has engaged in, or will engage in, any collusive, anti-competitive or similar conduct in connection with the invitation process, or any SOA subsequently entered into. The supplier also warrants that neither it nor its personnel have or are likely to have a conflict of interest, except as disclosed in the offer.
Suppliers will be evaluated against criteria including their ability and experience, key personnel, purposeful public procurement outcomes, engagement of staff, ability to respond, other services, value for money, and price.
To be considered for the SOA, suppliers must warrant that they will comply with the Queensland Government Supplier Code of Conduct, operate a law practice in Queensland, and their key personnel must hold a local practising certificate or be an Australian legal practitioner. They must also accept the SOA details, conditions, and general contract conditions.
The bid notice does not require the submission of samples.
The closing date for questions and clarifications for the Invitation to Offer is 2:00 PM AEST on Wednesday, 29 April 2026.
