Tenders will be evaluated based on overall value for money, considering costs, local supply chain involvement, social objectives, tender price, implementation program, operational capability, proposed enhancements, compliance, procurement assurance, experience, product samples, financial capability, performance guarantee, reference checks, WHS system, quality assurance system, and environmental management system.
Tenderers must demonstrate financial capability, have current licenses and memberships if required, and provide details of proposed subcontractors' qualifications and experience.

Performance of product samples submitted for testing by the tenderer at Queensland Rail's request will be considered in the evaluation.
Tenderers may request feedback for up to ten business days after notification of the outcome.
Failure to comply with communication protocols during the tender period may result in investigation and disqualification. Submitting late tenders may also lead to rejection.
