Operators must hold all required marine safety certifications and approvals, maintain current vessel registration and survey certification, and maintain public liability insurance with a minimum cover of $20 million per occurrence.

Minimum operational performance requirements, maximum idle periods, and any applicable idle infrastructure charges are outlined in the commercial occupancy agreement. Breaching KPI targets beyond six months may result in notices being issued.
