This approach to market (ATM) seeks submissions for the provision of Australia-wide workplace
drug and alcohol
testing services for the Department of Home Affairs. Potential suppliers must comply with all requirements outlined in the Commonwealth ATM terms, including the statement of requirement, response form, annexes, terms, additional contract terms, and the glossary. Responses must be lodged electronically via Austender before the closing time (Monday, 07 July 2025, 2:00 PM ACT local time). Responses must include a pricing schedule and comply with conditions for participation, including demonstrating the ability to provide the requirement Australia-wide, capacity to deliver services in accordance with relevant legislation, standards, and guidelines (including ASNZS 4308:2023, ASNZS 4760:2019, AS 3547:2019, and the Society of Hair
Testing guidelines), personnel qualifications, capacity to perform services between 7 AM and 7 PM Monday to Friday and as required outside these hours, and holding and maintaining NATA accreditation. The contract is proposed to start on Monday, 1 December 2025, and end on Thursday, 30 November 2028, with two 12-month extension options. The customer will evaluate all valid responses received by the closing time to determine the best value for money outcome. Additional contract terms include intellectual property rights, payment terms, illegal worker policies, immigration and border protection worker obligations, and potential contract termination clauses.
