The tender closes at 5:00 PM on 29 April 2026.

The closing date and time for offers to be submitted is 2pm, Tuesday 5th May 2026, AEST.

The successful tenderer will be required to pay an annual rental amount, be responsible for all outgoings related to the trustee lease, and pay lease registration fees.

The evaluation process will consider alignment to the use of the land, council's objectives, and the broader needs of the community, with an overall value for money assessment.

The successful tenderer will be required to hold, or detail how they intend to obtain, qualifications and skills to safely operate the permitted use of the land, and maintain $20 million public liability insurance throughout the trustee lease term.

Where key performance indicators are not met, council reserves its rights in accordance with the trustee lease terms, up to and including termination, to address any breaches.

Attendance at a site visit is optional and is scheduled to take place on Thursday 23 April 2026 at various times for each land parcel.

Last clarification requests are to be received by Wednesday, 29 April 2026.

The final delivery date for this project is 30 June 2026.

The bid notice states that payment terms are 30 days after the contract manager has approved works for payment.

The contractor warrants on both labour and materials supplied under this contract that where within 12 months of the completion of the works, any defect arises other than from reasonable fair wear and tear in relation to the works performed by the contractor, the contractor shall promptly upon receipt of written notice thereof from the council, at its own cost rectify the defect or reexecute or make good anything not properly performed.

Quotations will be evaluated on mandatory criteria (risk management, OHS requirements, relevant insurances) and weighted criteria (financial benefit to council - 20%, capability - 50%, capacity - 30%).

Consultants must have demonstrated experience in strategic land-use planning, understanding of risk in settlement planning, engaging with traditional owners, rural and regional planning, community consultation and engagement, preparation of structure plans or strategic planning documents, and working with local government organisations. Experience in small town or rural community engagement will be highly regarded.

If the works are not completed by the date for practical completion of the contract, the superintendent shall certify as due and payable to the council, liquidated damages in the amount referenced in item 17 of the schedule, for every day after the end date of the contract, until the works are completed to councils satisfaction.
