Logistics Tenders

The closing time for tender lodgement is 5:00 PM AEST on 15 June 2026. The proposed contract term is approximately 6 months, from 6 July 2026 to 31 January 2027.

The contract will include clauses to give effect to the supplier pay on-time or pay interest policy. Details on invoicing arrangements for the Australian component and overseas posts are required.

Tenders will be assessed against evaluation criteria including technical capability and capacity (40%), proposed delivery approach and collaboration (30%), technical and managerial capacity (20%), and specified personnel/subcontractors (10%). Value for money will be determined by a comparative analysis of financial and non-financial costs and benefits, including risk assessment.

Tenderers must meet mandatory conditions for participation and minimum content and format requirements. They must demonstrate their organisation's experience, capacity to provide quality services, and financial viability. Specific personnel must have relevant qualifications and experience, with CVs and referee details required.

Presentations and/or site visits may be requested by the department during the evaluation process to seek further clarification of tenders.

The deadline for questions is 5:00 PM AEST on 8 June 2026. Tenderers should promptly notify the department of any discrepancies, errors, ambiguities, inconsistencies, or omissions found in the RFT.

Tenders may be excluded from evaluation if they fail to meet mandatory conditions, minimum content and format requirements, or if false or misleading claims are made. Engaging in collusive tendering, improper assistance, or having conflicts of interest can also lead to disqualification.

Tenders must be lodged by 2:00 PM AEST on Tuesday, 7 July 2026.

Invoices must be submitted by email within seven 7 days after the end of each month to ***@***. *. * will be made within 30 days of satisfactory completion and receipt of a correctly rendered invoice.

The service provider warrants that all services and works undertaken by it are reasonably suitable in all respects for the purposes required by this contract.

Tenders will be evaluated based on weighted criteria: Price (50%), Experience and Capability (15%), Methodology and Delivery Plan (20%), and Social and Community (15%).

Tenderers must be suitably qualified and experienced service providers. Mandatory criteria include public liability insurance, NSW workers compensation insurance, comprehensive motor vehicle and plant insurance, and demonstrated WHS, environmental, and quality management systems.

Substantiated reports of unsatisfactory service provider performance may result in contract suspension or termination. Council may withhold payment for inadequate performance.

Tenderers are expected to have visited the area before submitting a tender and familiarised themselves with the conditions, location of works, amenities, and working areas.

Questions relating to this quotation are to be submitted via VendorPanel and will be received up to the close of business on 30 June 2026.

Unauthorised communication with council staff, canvassing of councillors or staff, or collusive tendering may lead to disqualification.

Tenders close on Friday, 19 June 2026 at 01:00 am E. South America Standard Time.

The evaluation of tenders will be based on criteria set out in clause 1. 11 of the RFT, which are not detailed in the provided text.

Tenderers must be suitably qualified and experienced. Specific requirements are detailed within the RFT documents.

Supplier queries must be submitted by Friday, 12 June 2026 at 01:00 am E. South America Standard Time.

Tenders may be rejected if they are late, incomplete, corrupted, or contain viruses. Departures from the draft contract that substantially alter its character may also lead to rejection.

Tenders will be evaluated based on capability to deliver the service (25%), demonstrated availability of resources (15%), risk to the principal (5%), price (25%), and economic and social benefits statement (30%).

Tenderers must hold or demonstrate the capacity to obtain passenger transport operator accreditation, vehicles registered as public passenger vehicles, ancillary certificates for drivers, and Tourism Industry Council Tasmania accreditation.

Potential suppliers must not inspect sites relevant to the delivery of supplies except in accordance with a site inspection arranged with the contact officer. The principal may refuse to allow site inspections.

A tenderer may lodge a complaint if they believe the RFT process has not complied with Tasmanian Government procurement policies. Further information is available from the Tasmanian Government Purchasing website.

A tender may be excluded if the tenderer has breached the RFT, has deficiencies in prior contract performance, or if accepting the tender would result in an unacceptable contract outcome or pose unacceptable risks.
