Ballina Shire Council is seeking tenders for waste collection, transport, processing, and disposal services for council facilities for a 5-year period. Tenders must be submitted electronically via VendorPanel or in a sealed envelope by 2:00 PM AEST on Tuesday, 7 July 2026. Questions are due by 30 June 2026. The contract is subject to annual CPI adjustments. Performance will be monitored monthly. Key performance indicators include 100% compliance with collection schedules, zero regulatory breaches, and zero uncontrolled injuries or environmental releases. Invoices must be submitted by email within seven 7 days after the end of each month to ***@***. *. * will be made within 30 days of satisfactory completion and receipt of a correctly rendered invoice.
The service provider warrants that all services and works undertaken by it are reasonably suitable in all respects for the purposes required by this contract.
Tenders will be evaluated based on weighted criteria: Price (50%), Experience and Capability (15%), Methodology and Delivery Plan (20%), and Social and Community (15%).
Tenderers must be suitably qualified and experienced service providers. Mandatory criteria include public liability insurance, NSW workers compensation insurance, comprehensive motor vehicle and plant insurance, and demonstrated WHS, environmental, and quality management systems.
Substantiated reports of unsatisfactory service provider performance may result in contract suspension or termination. Council may withhold payment for inadequate performance.
Tenderers are expected to have visited the area before submitting a tender and familiarised themselves with the conditions, location of works, amenities, and working areas.
