This Request for Tender (RFT) is for statewide waste management services across metropolitan and regional sites in Victoria. The contract term is three years with two one-year extension options. Invoicing for routine monthly scheduled, fixed-rate servicing is to be supplied within the first 10 days of the following month. Separate invoicing for reactive, ad hoc works is to be supplied within the first 10 days of the following month to that of completion of the reactive works. All invoicing must comply with the DEECA process as described in 10. 1 Job Management System FMXpert.
Tenderers will be evaluated against weighted and non-weighted criteria including technical professional competence (relevant experience, capability, capacity, environmental outcomes, social procurement) and non-weighted commercial criteria (compliance with specification, contract, pricing, value for money).
Suppliers must demonstrate significant experience and capability in delivering comprehensive waste management services, including waste collection, disposal, resource recovery, recycling initiatives, data management, and reporting. They must also possess and maintain the experience, qualifications, resources, personnel, equipment, licences and operational capability necessary to perform the services.
If the supplier fails to meet any KPI, service standard or contractual requirement, DEECA may require the supplier to investigate the cause of the failure, provide a corrective action plan, implement agreed corrective actions, provide additional reporting, or attend a performance review meeting.
The end of the period for questions or requests for information is Thursday 13th August 2026, 5:00 pm.
Responses that do not satisfy the mandatory requirements of the request for tender, including acceptance of the departments conditions of contract and compliance with the specified mandatory criteria, may be excluded from further evaluation. Failure to submit pricing in the required format may also result in exclusion.
