Pool Tenders

Payments are to be made within 30 days of receiving the contractor's invoice, provided goods and services have been accepted and approved by the officer and the contractor is compliant with their obligations.

The contractor must obtain all warranties, including manufacturer warranties, for the goods and ensure the principal benefits from them.

Contractors must hold all relevant plumbing licenses, maintain public liability insurance ($20 million minimum) and workers compensation insurance, and demonstrate appropriate work health and safety and environmental management systems.

Failure to address performance concerns may result in suspension or removal from the panel. Council may suspend or remove a contractor for ceasing to hold required licenses, failing to maintain insurance, non-compliance with WHS legislation, repeated unsatisfactory work, submitting false information, insolvency, or other breaches of contract.

Eoi submissions must be received by 5:00pm Friday 7 August 2026. Late submissions will not be accepted.

Submissions will be reviewed against: relevant experience operating aquatic, recreational, hospitality or similar facilities; demonstrated ability to provide suitably qualified staff; proposed management and operational approach; financial proposal; and local knowledge and community benefit.

Applicants must be suitably qualified and experienced individuals, businesses, or organisations. Required staff qualifications include pool lifeguard licence, CPR certificate, first aid certificate, and working with children check where required. A food safety supervisor certificate is required for kiosk operation.

Council reserves the right to terminate the agreement in the event that the contractor fails to comply with any applicable legislative requirements, safety obligations, or agreed operational standards. Council may exercise its right to immediate termination where the circumstances are deemed to present an unacceptable risk or serious breach of obligations.

Failure to comply with legislative requirements, safety obligations, or agreed operational standards may lead to termination. Any breach of the licence conditions may constitute a breach of this agreement and may result in corrective action being taken by council, including, where necessary, suspension or termination of the agreement in accordance with its terms.

The RFT closing date is 8th August 2026 at 2:00 PM.

Tenders will be evaluated on WHS, relevant experience, insurances, program, price, modern slavery questionnaire, capacity, and conformity to quote.

The contractor must be suitably qualified and experienced, with licensed/certified plant and equipment operators.

Breaches of environmental law and unsafe worksites and/or practices will result in large monetary penalties.

Contractors, upon submission of their bids, are deemed to have undertaken all reasonable investigations including site visits and all relevant enquiries.

Unsuccessful tenderers may request a debriefing within 30 days of notification of the outcome.

Canvassing of councillors or staff, or attempting to influence them, could lead to automatic disqualification.
