Invitation to Offer (ITO) for pharmaceutical products classified under specific therapeutic classes: analgesia, antidotes, diagnostic agents, musculoskeletal system, and surgical preparations. The offer is for establishing a Standing Offer Arrangement (SOA) for hospital health services across Queensland. Offers must be lodged by Monday, 15 June 2026, at 2:00 PM AEST. Samples may be required and must be submitted within 3 business days of request. Evaluation criteria include clinical suitability, functionality, cost, supply capability, supplier experience, risk management, and commitment to social objectives. Mandatory criteria include ASIC current company extract, insurances, quality assurance, adherence to the Queensland Government Supplier Code of Conduct, TGA certifications, and coloured artwork/images.
Offers must be lodged by 2:00 PM AEST on Monday, 15 June 2026.
The supplier warrants that neither it nor its personnel have engaged in, or will engage in, any collusive, anticompetitive or similar conduct. The supplier also warrants that neither it nor its personnel have or are likely to have a conflict of interest. These warranties are ongoing.
The principal is not evaluating offers on the sole criterion of price. The criteria include clinical suitability of products, functionality of products, comparative cost of offers, ability to meet principals supply requirements, suppliers capability, experience and past performance, risk management strategies, and suppliers commitment to economic, environmental, sustainable and social objectives.
Mandatory criteria include ASIC current company extract, insurances (public product liability and workers compensation), quality assurance (QA) as per AS/NZS ISO 9001:2016 or licence to wholesale or TGA licence to manufacture, adherence to the Queensland Government Supplier Code of Conduct, TGA certifications for all products, and coloured artwork/images for all products.
As part of its offer, the supplier must provide samples if requested. Samples must be submitted in accordance with the requirements outlined. Samples must be delivered in full, within 3 business days upon the principal requesting samples.
The principal may, in its absolute discretion, immediately disqualify a supplier from the invitation process or terminate a SOA if it believes the supplier has breached any warranty.
