The Torres Strait Island Regional Council (TSIRC) is seeking a professional Travel Management Services (TMS) provider. The selected supplier will be responsible for end-to-end travel booking, management, and support, including after-hours disruption handling. Key requirements include ensuring policy-compliant and cost-effective itineraries, providing strong controls for approvals, reconciliation, and audit, optimizing the use and recovery of travel credits, refunds, and waivers, and delivering accurate, timely reporting, analytics, and insights. The provider must also ensure traveller duty of care, cultural sensitivity, and accessibility. The estimated annual spend for TSIRC on travel management agencies is approximately $1. 8 million, and this spend is intended to be aggregated under one preferred supplier arrangement for the contract term. The contract is expected to commence on July 1, 2026, and conclude on June 30, 2029, with options for up to two further years. The tender opens on March 26, 2026, and closes on May 1, 2026.
The contract commencement time is 1 July 2026, and the completion time is 30 June 2029, with extension options of up to two further years as detailed in the scope.
The principal shall pay the amount due to the supplier if any including any applicable GST before the end of the payment period, which is the period ending 25 business days after receipt by the principal of the claim.
The supplier warrants and represents that the services will be fit for the purpose stated in or to be reasonably inferred from the contract, and that the supplier documents will comply with the requirements of the contract and applicable law.
The supplier must have the experience, skills, expertise, resources and judgement, and hold all necessary competencies, licences, accreditations, qualifications, permits, clearances or other authorisations, which are required for the supplier to comply with its obligations under the contract.
The principal may refuse to give access until the supplier has given the principal evidence of insurance required by clause 23. 3 and any other documents or information which the contract requires to be given to the principal before access to the site shall be given.
If a party gives written notice to the other of a dispute under the contract, representatives of the parties shall promptly confer to attempt to resolve the dispute. If the dispute is not resolved within 10 business days after the giving of the notice or such longer period as may be agreed by the parties, a party may by written notice to the other party refer the dispute for mediation.
In FY2025, TSIRC spent approximately $1. 8m with travel management agencies.
