An invitee may be excluded from the EOI stage if they have not provided requested information, breached EOI documents, included material errors, are insolvent, made a false declaration, have a serious crime conviction, failed to pay taxes, or represent a threat to confidentiality. Serious performance issues in previous contracts or doubts about the invitee's integrity can also lead to exclusion.
