Ballina Shire Council is seeking tenders from qualified and authorized Microsoft Cloud Solution Provider (CSP) partners to provide pricing, supply, administration, and support for Microsoft licensing under the CSP model for a 3-year period. The objective is to evaluate the CSP model's suitability for the council's Microsoft licensing needs, focusing on pricing, flexibility, service responsiveness, administrative capability, and ongoing subscription management. The tender is independent of any Microsoft Enterprise Agreement procurement by Northern Rivers Joint Organisation (NRJO). Respondents must provide CSP pricing for specified products, detail available subscription terms and billing options, and confirm their authorization status and capability to provision, bill, and support the council. The contract will be based on a Ballina Shire Council Purchase Order. All questions must be submitted via VendorPanel up to 5 working days prior to tender closing. Tenders must be submitted electronically through the council's e-tendering portal VendorPanel before the closing date and time.

Proposals will be evaluated on a best-value basis, with indicative criteria including commercial factors (total cost, transparency, pricing flexibility, competitiveness), capability (demonstrated CSP licensing knowledge, operational capability, account management, responsiveness, support arrangements), risk compliance (acceptance of commercial, legal, privacy, governance requirements), and value-add (relevant services or tools supporting licensing outcomes without obscuring base pricing).
Tenderers must be suitably qualified and authorized Microsoft Cloud Solution Provider (CSP) partners. They must also hold current and valid public liability insurance for $20 million.
Substantiated reports of unsatisfactory performance may result in contract suspension or termination.
The tender does not require sample submission.

Tenderers may be disqualified for collusive tendering, unauthorized communication with council staff or councillors, or failure to comply with probity expectations, including conflicts of interest and business ethics.
