Transparency Tenders

The closing time for tenders is 2pm on Monday, 25 May 2026.

Conforming tenders will be assessed against the following criteria: organisation experience, buy local, and sustainability considerations.

Tenderers must hold the relevant and minimum insurance levels and provide sufficient information for WHS review, including the return of form 17 and associated attachments.

The RFT documents do not specify a mandatory site visit. Tenderers may contact the council representative through the tender portal to request access to any part of the site that is not accessible to the public, if a site visit is not proposed by council.

The last day for clarification requests is 2pm on 21 May 2026.

A tender may be treated as non-conforming and rejected if lodgement did not occur by the closing time, it does not comply in every respect with the requirements of the RFT documents, it does not comply with all applicable regulatory requirements, standards and government policies, or it seeks to include the tenderer's own conditions of offer or conditions of contract.

The closing time and date for tender submissions is 2:00 PM Canberra local time on Thursday, 30 April 2026.

The government's supplier pay on-time or pay interest policy applies. Payment will be made within five (5) calendar days for e-invoicing via the PEPPOL framework, or twenty (20) calendar days for all other invoices, after acknowledging satisfactory delivery and receiving a correctly rendered invoice. If the ANAO does not pay within these terms, self-generated interest will be paid for outstanding amounts over $100.

Tenders will be evaluated against weighted criteria including Audit Quality and Methodology (45%), Experience and Expertise (35%), and Capability and Capacity (20%). Unweighted criteria include Price and Hours, Indigenous Involvement, Environmental Sustainability, and Risk.

Tenderers must exist as a legal entity at the closing time and date, be a registered company auditor, not be insolvent or bankrupt, and hold valid Statements of Tax Record for themselves and any proposed first-tier subcontractors for procurements valued at $4 million or more.

The ANAO may, at its discretion, have discussions with or undertake visits to tenderers' sites as part of the evaluation process.

The deadline for submission of tenderer questions is 2:00 PM Canberra local time on Thursday, 23 April 2026.

The council will have regard to, but not necessarily be limited to, the following criteria: completion of the form of quote, financial resources, relevant licences and accreditations, compliance with work health and safety requirements, local economic benefit and social inclusion, compliance with the specification, warranties and guarantees on the services, timeframe for the provision of the services, demonstrated experience in completing similar projects, use of recycled materials and environmentally sustainable initiatives, referees and insurance.

The closing date for quotes is February 19, 2026.
