Queensland Rail is seeking tenders for an enterprise-grade Yard Management System (YMS) to digitize and automate its South East Queensland yard operations. The solution can be delivered as SaaS, on-premises, or hybrid, and includes design, implementation, integration with existing systems, training, and ongoing support. The YMS will optimize yard planning, shunting, stabling, maintenance coordination, and provide real-time operational visibility. Pricing must be on a lump sum, firm, and all-inclusive basis. Tenders are to be submitted electronically via the Ariba Sourcing System by 2:00 PM AEST on March 9, 2026. The tender validity period is 180 days. The award of the contract is expected in May 2026, with an indicative commencement in May 2026. Evaluation will be based on overall value for money, considering various factors including cost, local supply chain involvement, social objectives, tender price, implementation program, operational capability, and compliance. Mandatory requirements include interfacing with multiple Queensland Rail operational systems and complying with QR's security, technical, and integration standards. The system should be modern, scalable, secure, and offer an intuitive user experience. Nice-to-haves include predictive analytics and optimization capabilities. Subcontractors are not permitted without prior written approval. Tenderers must comply with the Queensland Rail Supplier Code of Conduct and potentially the Queensland Government Code of Practice for the Building and Construction Industry. The tenderer must provide pricing on a lump sum basis for the scope of work. Prices must be firm and all-inclusive. Tenderers acknowledge that stage 2 pricing may be subject to the implementation price review process defined in Schedule 2 Project Implementation and Payment Plan.
The tenderer's performance guarantee, warranty, and financial security proposal will be considered in the evaluation criteria.
Queensland Rail will evaluate tenders based on overall value for money, considering factors such as costs, local supply chain involvement, social objectives, tender price, implementation program and methodology, operational capability, proposed enhancements, compliance, experience, product samples, financial capability, performance guarantee, warranty, financial security, WHS system, safety record, quality assurance system, and environmental management system.
The tenderer must provide written evidence of its financial capacity to perform the contract within 7 days of a request. The tenderer's operational capability, experience, demonstrated track record, financial capability, WHS system, safety record, quality assurance system, and environmental management system will be evaluated.

The performance of product samples submitted for testing by the tenderer at Queensland Rail's request is a criterion for evaluation.
Unsuccessful tenderers may request feedback from Queensland Rail for a period up to fourteen (14) days after being provided notification of the outcome of the tender process.
