Works are expected to commence in 2026 with completion by early 2027.

Payment claims are to be lodged by the 28th day of each month and will be assessed within 10 working days. Payment will be made by EFT. Payment will be made in accordance with the special conditions **** november 2024.

The contractor shall provide to the superintendent the guarantees and warranties as specified in the contract documentation before the certificate of practical completion is issued. Warranties or guarantees shall commence as from the date of practical completion.

Council will award the tender by applying the best value principles, considering professional competence, capacity and experience, price, risk, financial viability, insurances, compliance to contract, and the overall value for money proposition.

Tenderers must demonstrate experience, commitment, and capacity for the delivery of the works. Mandatory compliance criteria include ABN registration, completion of statutory compliances, supplier code of conduct commitment, insurance compliance, satisfactory financial assessment, and compliance with specification.

Liquidated damages of $2,000 per calendar day will be applied for each day practical completion is delayed beyond the date for practical completion.

Site inspections can be arranged by emailing ***@***. *. * will be available by appointment between 7am 3pm from June 30th , 2026 to July 7th, 2026. Attending a site inspection is a mandatory condition of tendering.

The supplier query cutoff is Friday 17th July 2026 at 04:00 am.

Tenders may not be considered if they engage in canvassing or fail to comply with mandatory requirements. Non-conforming tenders may be rejected. Failure to submit required additional information post-tender or attend discussions may result in the tender not being further considered.

The time for completion is 28 August 2026.

Invoices may be submitted on the 28th day of each month for works done to the 27th day of the same month. The principal shall pay the amount due to the supplier, if any, before the end of the payment period (25 business days after receipt of invoice).

The supplier warrants and represents that it has the experience, skills, expertise, resources, and judgement required to comply with its obligations under the contract, and that the services will be provided in accordance with good industry practice.

Tenderers must be suitably qualified and experienced for the supply and installation of protective coating.

The contract includes provisions for nonconformance, where the principal may direct the supplier to rectify issues at the supplier's expense. Costs incurred by the principal due to nonconformance are a debt due by the supplier.

A pre-start meeting is scheduled for 27 July 2026 at the Warwick Water Treatment Plant.

Engaging in improper conduct, failing to disclose conflicts of interest, or failing to comply with directions can lead to consequences as outlined in the contract's 'Improper Conduct' and 'Nonconformance' clauses.

Tenderers must demonstrate satisfactory occupational health and safety management in accordance with Annexure G and satisfactory industrial relations management in accordance with the evaluation criteria set out in Annexure H. They must also commit that all staff will hold current Victorian Working with Children checks and demonstrate experience delivering similar projects with a value above $100,000 and experience delivering projects in state government facilities and live operating environments.

The contractor must provide appropriate product and workmanship warranties.

Tenderers must demonstrate satisfactory occupational health and safety management, industrial relations management, and experience delivering similar projects with a value above $100,000 in state government facilities and live operating environments. All staff must hold current Victorian Working with Children checks.

Supplier queries must be submitted by Tuesday, 02 June 2026 at 01:00 AM E. South America Standard Time.
