This tender is for the cleaning of public toilets at three highway rest stops: Munda, Wyaga, and Billa Billa, within the Goondiwindi region. The contract duration is three years with an option to renew for two additional years. The contractor is responsible for providing cleaning equipment and collecting cleaning supplies from the council's depot. Reporting of defects or damage must be done immediately via phone/email and potentially with photographs. The tender closes on Thursday, 4th June 2026, at 12 noon. Tenders must be lodged through VendorPanel. Council is not obligated to accept the lowest or any tender.

Payment will be made monthly following the submission of an invoice by the appointed contractor. Each monthly invoice shall be one-twelfth (1/12) of the amount tendered in Schedule C (Schedule of Rates), plus any call-ins.
Tenders shall be evaluated using the following criteria and weighting: Level of Service Capability (40%), Local Supplier (10%), and Financial Benefit (50%).
Tenderers are required to complete the tender form provided and lodge it in accordance with the requirements. All schedules and supporting information must be completed and submitted with the tender. Tenderers are also required to provide details of two referees.
If the successful respondent fails in any manner to carry out the contract to Council's satisfaction, Council may cancel the contract. The contract may also be cancelled if the contractor breaches any clause of the contract, supplies goods or services not to specification, is unable or unwilling to deliver within the requested timeframe, or breaches any workplace health and safety criteria.
The highway rest stop facilities public toilets are available for inspection at the tenderer's own reconnaissance. Access times are as per Schedule A.
Late submissions will not be accepted. Council may cancel the contract if the contractor breaches any clause of the contract, supplies goods or services not to specification, is unable or unwilling to deliver within the requested timeframe, or breaches any workplace health and safety criteria.
