Delivery Tenders

The delivery timeframe for the event management services is from July to November 2026.

The bid notice outlines a fee structure including management fees, services fees for deliverables and work packages, ad hoc services, and pass-through costs. Invoices are to be submitted in accordance with specified milestones and require sufficient detail for substantiation. Payments are generally made within 20 calendar days of invoice receipt if approved.

The contractor warrants that it has and will continue to have the necessary skills, qualifications, and experience to provide the services efficiently and to a high standard. It also warrants that it will continuously seek to innovate and improve performance.

The conditions for participation and minimum content and format requirements are outlined in section 1. 6. 3 of the Approach to Market document.

The agreement details remedies for unsatisfactory performance, including directing the contractor to remedy the failure, engaging another person to perform services at the contractor's expense, or terminating the agreement.

The resultant agreement is expected to commence in June 2026.

The AFP will exclude a tender from further consideration if at any time before an agreement is executed the AFP considers that the tenderer does not meet any one or more of the following conditions for participation: a the tenderer holds all authorisations necessary for it to be able to perform the services tendered for in accordance with applicable laws. b the tenderer holds a valid and satisfactory statement of tax record required for its entity type and c the tenderer holds all valid and satisfactory statement of tax record required for any first tier subcontractor that it proposes, as part of its tender, to engage to deliver goods or services as part of a contract resulting from this procurement to a value of over 4 million dollars gst inclusive.

The bid notice states that delivery to site and dates for delivery will be as directed and approved by the project engineer.

The bid notice states that payment will be made after delivery and placement. Invoices are subject to certification by EDQ's project engineer.

The evaluation criteria include price, compliance with specification, necessary approvals, availability of material and proposed dates for delivery, and compliance with the supplier code of conduct.

Suppliers must have all necessary permits and approvals for the source of the fill material and for haulage to EDQ's site. They must also hold specific insurance policies.

The bid notice states that the criteria against which the suppliers tender will be evaluated include mandatory and desirable criteria, with desirable criteria weighted as follows: capability and capacity to complete the works, track record and experience (30%), methodology, program and quality management (30%), purposeful public procurement enduring community value, including housing availability and affordability (5%), purposeful public procurement regional and community benefits, and impacts on communities (5%), cost and suppliers acceptance of the conditions of contract (25%), and attendance at briefing session (5%).

The bid notice states that mandatory criteria include: a warrant adherence to the Queensland Government Supplier Code of Conduct, b hold a relevant Queensland Building and Construction Commission builder licence, and c be at least PQC level 2 registered on the whole-of-government PQC system. Failure to meet any of these criteria may result in the supplier being excluded from the procurement process.

The bid notice states that suppliers may request a site visit, and the time and date are to be agreed between suppliers and NWHHS. While not mandatory, attendance at the site visit is an evaluation criterion carrying a weighting of 5.
