This is a public tender from the City of Boroondara for the Glenferrie Oval Surface Renewal project. The works include bulk earthworks, installation of new irrigation and drainage, a synthetic cricket wicket, AFL goal posts, player benches, a synthetic boundary surface, sportsground training lights, a cricket wicket storage cover cage, and a new sand profile and turf surface. Submissions must be lodged electronically via VendorPanel by 4pm on 29 May 2026. The contract is expected to commence in September 2026 and be completed by the end of February 2027. Tenderers must register on VendorPanel to receive all tender documents and addenda. Enquiries must be made in writing via VendorPanel at least one week prior to the submission deadline.
The works are expected to be completed by the end of February 2027.
Payment will be made in accordance with the special conditions **** november 2024, with claims to be lodged by the 28th day of each month and assessed within 10 working days. Payment will be made by EFT.
The contractor shall provide to the superintendent the guarantees and warranties as specified in the contract documentation before the certificate of practical completion is issued. Warranties or guarantees shall commence as from the date of practical completion.
The council will award the tender by applying the best value principles, considering evaluation criteria including professional competence, capacity and experience, price, risk, mandatory requirements, and the overall value for money proposition.
Tenderers must be suitably qualified and experienced contractors. They must demonstrate experience, commitment, and capacity for the delivery of the works. Mandatory compliance criteria include ABN registration, completion of statutory compliances, supplier code of conduct commitment, compliance with insurance requirements, satisfactory financial assessment, compliance with technical specifications, rapidglobal registration, compliance with councils terms and conditions, and compliance with quality and environmental management systems, OHS policies and procedures.
Delay damages will be applied for proven onsite costs only. Liquidated damages will be applied in accordance with the requirements of the special conditions nov 24 ****.
The contractor must provide the superintendent with a sample or allow them access to the supplier for offsite inspection before delivery.
The supplier query cutoff date is Friday 22 May 2026 at 04:00 am.
Tenders failing to comply with any requirement, containing qualifications, or not willing to perform strictly in accordance with contract documents may be considered nonconforming and rejected. Canvassing council staff or councillors may result in the tender not being considered.
