The West Gippsland Catchment Management Authority (WGCMA) is seeking a qualified contractor for the Dowd Morass Watering Inlet Construction project. The project involves constructing a new river offtake channel, culverted road overpass, and water control gates. Key requirements include a compulsory onsite briefing and a site visit, which are prerequisites for bid submission. Tenders must be submitted electronically by 28th May 2026. The project timeline indicates that onsite works shall not commence prior to 1st November 2026, with project closure before 30th April 2027. A detailed Construction Environmental Management Plan (CEMP), Contractors Works Program (CWP), and Safety Plan are required for review and approval before site possession is granted.

A payment schedule will be agreed between WGCMA and the appointed contractor based upon delivery of the key tasks and milestones detailed above.
Submissions will be assessed and scored against criteria including demonstrated understanding of project requirements, approach and methodology, qualifications, skills and local content, timelines, relevant prior experience, and value for money.
The contractor consortium requires core team skills in skilled project management, exceptional occupational health and safety expertise, environmental management pertaining to construction in waterways and wetlands, surveying and monitoring of works, civil and construction engineering, operation of heavy plant and equipment in remote and challenging conditions, low impact construction techniques, and water control structure design, fabrication, and installation.
A compulsory onsite briefing will be held on Tuesday 12th May 2026, and attendance is a prerequisite to submission and consideration of a bid. A site visit is also a prerequisite to submission and consideration of a bid.
