The conditions of participation are that the tenderer must be solvent at all times during the RFT process, must have the required insurances in place or be willing and able to have them, and must commit to and conduct itself in accordance with the standards of probity and professional conduct required of entities contracting with government.

Council may determine that a tenderer be excluded from further participation in the RFT process if the tenderer acts in a manner contrary to the requirements of this RFT, or if they breach fairness requirements such as attempting to obtain an advantage through improper means or engaging in collusive tendering practices.
