Swan Hill Rural City Council is seeking proposals from qualified consultants to develop a Pedestrian Connectivity Strategy for 2027-2037. The strategy will guide pedestrian planning and infrastructure investment over 10 years, building on existing work. Council will pay invoices within 30 days of receipt or 30 days after completion of the service, whichever is later, provided a valid tax invoice is submitted and the service is authorised and deemed reasonable by the responsible council officer.
The contractor warrants that materials and services provided will not breach third-party intellectual property rights. For 12 months after completion, the contractor must rectify any defects not due to fair wear and tear.
Offers will be evaluated based on price (30%), methodology and understanding of the project (25%), capability, experience and relevant project experience (25%), and ability to meet proposed timeframes and project delivery program (20%). Mandatory compliance criteria must also be met.
Consultants must be suitably qualified and experienced in pedestrian planning and local government strategy development. They must also meet minimum insurance requirements.
If services are not provided by the end date, liquidated damages may be applied daily until services are completed to Council's satisfaction.

Any complaint about the invitation or process must be submitted in writing immediately upon the cause arising or becoming known.
Failure to comply with invitation conditions, unauthorised communication, engaging in anti-competitive conduct, or failing to disclose conflicts of interest may lead to disqualification.
