Eurobodalla Shire Council is seeking experienced contractors for the management and operation of its aquatic facilities and associated services. The tender is divided into three separable packages: Bay Pavilions aquatic and fitness facilities, food and beverage services at Bay Pavilions, and Moruya and Narooma swimming pools. Tenderers can bid for individual packages or bundles. The contract duration is four years with two three-year extension options. Tenders will be assessed against compliance and weighted evaluation criteria, including strategic alignment, methodology, experience, customer experience, environmental practices, health and safety, risk, and financial viability. Pricing evaluation will comprise 20% of the overall score on a value for money basis.
Tenderers must be a legal entity with the capacity to contract and possess appropriate financial capability. They must also be registered for GST and have an Australian Business Number (ABN).
A tender briefing and site visit is mandatory for tenderers and will take place on Wednesday, 5 August 2026, starting at 10 AM at the Bay Pavilions Aquatic Centre. It is expected to take a full day.

Tenders may not receive further consideration if the tenderer has offered inducements, committed corrupt conduct, has a record of unethical behaviour, or has not complied with the Statement of Business Ethics.
