The closing date for tenders is 3 June 2026 at 5:00 PM.

In submitting a tender, the tenderer warrants that it has all necessary experience, skill and resources to perform its obligations under the draft contract, has not obtained any improper assistance, its tender does not contain any false or misleading claims or statements, complies with all applicable laws, has examined and acquainted itself with the contents of the request for tender, has considered all relevant information concerning risks and contingencies, and is satisfied as to the accuracy, completeness and sufficiency of its tender.

The port is not evaluating offers on the sole criterion of price. The criteria include mandatory criteria (insurance compliance, modern day slavery, previous performance and/or referee reports verified) and qualitative criteria (local content within 125km of goods/services being delivered, capability and capacity, methodology, program of works including berth 1 girder works access scaffolding, berth 1 fire system staging of works, health, safety, environment).

Any tenderer who directly or indirectly canvasses support from an employee, contractor or agent of the port will be disqualified and any tender submitted will not be considered.

The tenderer warrants that it has carried out all relevant investigations and has examined and acquainted itself with the tender documents and all information relevant to the risks, contingencies, and circumstances that could affect the tender.

Tenders will be evaluated based on corporate capacity, project experience, construction program and plans, environment sustainability and innovation, contractor local content, local preference, and price.

Tenderers must meet mandatory requirements including the provision of a completed and signed form of tender, completed tender schedules 1-10, and satisfaction of clause 6. 1. 2. The contractor and engaged subcontractors are required to hold specific licensing: working at heights, elevated work platforms, white card, scaffolding, and high-risk work license.

Any tenderer found to have offered a bribe, gratuity, bonus, discount of any sort or enticement to any councillor or employee of council will have its tender rejected. A tenderer who discusses the tender with any councillor or employee of council (with the exception of the contact persons) prior to the awarding of the contract may have its tender rejected. A tenderer whose representatives, employees, agents or related entities take part in any conduct which reflects negatively upon or adversely affects council, may have its tender rejected.
