Central Coast Council is seeking Expressions of Interest (EOI) for the development and delivery of a new Food Organics Garden Organics (FOGO) processing facility. This project aims to divert organic material from landfill, reduce greenhouse gas emissions, and support the transition to a circular economy. The facility will be developed under a public-private partnership, likely a Build-Own-Operate-Transfer (BOOT) contract. The EOI process is designed to gather market feedback and identify qualified respondents for a subsequent Request for Proposal (RFP) phase. The notice indicates a proposed monthly payment to the contractor during the operating term, which will enable the contractor to recover capital, operating, and financing costs, with performance incentives and adjustment parameters incorporated.
The evaluation of responses will be based on weighted evaluation criteria including understanding of the project objectives, respondent capability and experience, and the commercial solution's value for money.
Respondents must demonstrate compliance with mandatory criteria including WHS management systems (ISO 45001:2018 or equivalent), quality management systems (AS/NZS ISO 9001:2016 or equivalent), and environmental management systems (AS/NZS ISO 14001:2016).
The commercial framework will include a performance framework designed to ensure the contractor's ongoing commitment, where the achievement or failure to achieve KPIs for operational metrics will govern the application of performance abatements to the monthly payment.

A response that fails to satisfy one or more mandatory criteria may be rendered non-conforming and council retains discretion to disqualify the response from further evaluation.
